JANUARY: As of January of this year North American Aviation has not yet joined the ranks of the leading and largest aircraft manufacturers in the United States. Its employee roster totals less than 200 people, and it has contracts with the Army Air Corps to build O-47 observation planes, as well as other contracts to construct the BT-9 training plane. Production runs under these contracts are short and the company is firmly mired in the grip of the economic depression that is pervading the country at this time. SEPTEMBER: At some time between 8-14 September of this year, during the Nazi Party's Reichsparteitag ceremonies in Nuremberg, Germany Standards are presented to the "Germania" Regiment of the SS Verfuegungs Truppe and to its constituent battalions, and the regiment is officially named "Germania". At some time during this month the French and Polish governments reach an agreement at Rambouillet, France, for France to loan some 2.6 billion francs to Poland over a five-year period. At about this time, (Autumn, 1936), in Germany a new and unaffiliated battion of the SS Vefuegungs Truppe is created, to be stationed in Nuremberg. It is therfefore called the "Nuremberg" or "N" battalion of the V-T, and Oberstuurmbannfuehrer Deutsch is its commander. In Nuremberg, the battalion's role is a ceremonial one, to be a participant in the annual Reichsparteitag ceremonies, and other functions. Its initial cadre is drawn from the "Deutschland" and the "Leibstandarte" regiments of the V-T. It is also a mounted (horse) unit. It is planned for this battalion to have three rifle companies, a machine-gun company and a headquarters detachment, along with a signals section and-essential for a ceremonial unit-a band. Finally, even though this was to be essentially a cavalry-type unit, it was assigned a motorized column as well. OCTOBER: In its edition dated Saturday, October 24 of this year the New York Times carries a front-page article received the previous day from Detroit, Michigan, written by Turner Catledge detailing an effort by mid-western business interests in conjunction with the Republican Party to undermine acceptance by their employees of the new Social Security law, and to "turn the Middle West's labor vote [in next month's national elections] away from the New Deal". The article says that "industrial employers" in that part of the country will print an anti-Social Security message on their workers' pay envelopes, calling their attention to the fact that, if President Roosevelt were to be re-elected, it would "mean an automatic wage deduction as of Jan. 1 because of the social security program..." The article goes on to say that the pay-envelope statement also suggests that there is no guarantee that the workers would ever get the money back, because that would depend upon the willingness of Congress in future years to appropriate the necessary funds to do so. Mr. Catledge writes that these special envelopes are being distributed to companies "in the industrial sections of Illinois, Indiana, Michigan, Ohio and Pennsylvania" by Republican headquarters in those states. He also states that this tactic is just one of several methods being used by companies which are trying to influence their workers on the subject of the Social Security law. Mr. Catledge says that the Democratic Party has no easy answer to the pay envelope warnings, except to say, "The American Federation of Labor endorsed the Social Security Act." The article also says that newspapers in this area have conducted "editorial barrages" against the new law, claiming "all sorts of evils" will result from its adoption. DECEMBER: According to a report from the United States commercial attache' in Berlin sent on December 14 of this year, the Nazi government there is making changes to the finances of the Rheinische-Westphalisches Elektrizitaets Gesellschaft-the large electric utility serving the Rhineland and Westphalia in the Ruhr. At this time, however-according to this report-almost all of an outstanding US$10 million loan which had been floated in the United States (all but US$2.5 million)-has been bought back and retired by the borrower. For this reason, acording to the attache's report, Americans need not be especially concerned over these changes to the utility's finances. The original loan had been backed by a mortgage bond, but New York State law has not prevented the repurchase of the debt without permission from the creditors.
